The County Council hosts the staff responsible for delivering Axis 1 & 3 of the RDPE in Cumbria via the Leader methodology. Leader uses a "bottom-up" approach, allowing local community groups and key local players to come together to form a Local Action Group. These groups oversee the implementation plan and are responsible for approving projects which support businesses, maximise training and skills development and provide opportunities in their local areas.The North West Development Agency are responsible for the overall management of the RDPE in Cumbria.
Two Local Action Groups (LAGs) have been established to deliver Axes 1 and 3 throughout the whole of rural Cumbria. The 2 LAGs – Fells and Dales and Solway Border and Eden manage a budget of around £8million each over the lifetime of the Programme.
