Guidance on the Assessment, Intervention & Resourcing of Children with EBSD in the Primary School

From September 2003 Access and Inclusion (formerly PaSS) have used the Guidance document when considering the needs of children with EBSD. This provides a step-by-step approach to working with all young people to develop their social and emotional skills and abilities and promoting positive behaviour. It also provides guidance as to when additional resources might be allocated to schools to support them.    

The purpose of the guidance is to:   

  • Promote good practice and encourage effective preventative work in schools

  • Set realistic expectations of schools

  • Free up resources from excessive bureaucracy - and allows for earlier intervention

  • Encourage on going reflection and review both within school and within the support services

  • Encourage good practice

The draft Guidance was sent to all schools for consultation and was discussed in Primary Heads Association and Special Needs liaison meetings. In general the response was very positive. The document is being revised in the light of the comments.   

The implementation phase started with a County launch that was attended by members of Children's Services (then the LEA) and representatives from primary schools and other agencies. This was followed with area meetings across the county, planned and run by area-based officers from Children's Services, for representatives of all primary schools.
