Programme of work for 2010-11

CIEP has aligned it’s year 3 projects closely with the CAA Improvement Plan from the December 2009 results. To support the Cumbria Strategic Partnership (CSP) CIEP, with the lead officers on those projects, has designed improvement & efficiency projects that support the priority areas for Cumbria.

CIEP has 6 main programmes of work for 2010-11:

A continuation of EPiC (Effective Procurement in Cumbria)

Update on progress January - March 2011 

The EPiC project is now in its final quarter as an NWEIP funded project and future options, post June 2011, have been discussed at EPiC and CIEP Project Board, and now going to the next CIEP chief executives meeting. 

Cumbria NHS and Cumbria Constabulary will remain working in partnership with EPiC district and county colleagues on collaborative contracts, as well as sharing best practice.   This is due to the Cumbria Constabulary working on a national basis, whilst Cumbria NHS is currently in the process of a national restructure.

EPiC members continue to pursue more collaborative contractsin order to achieve economies of scale of bulk purchasing.   However in doing so, EPiC authorities are mindful of the fact that they do also need to deliver the best outcomes in price and quality, whilst also supporting SME’s and the Third Sector. Where appropriate, and within legislative requirements, social benefits clauses are being used in contracts.

All authorities are now using The Chest (web portal) for procuring and will continue to do so post June 2011.   (The Chest will be funded for 2011/2012 by EPiC for all authorities).   As a result of £44,100.00 savings being made through Allerdale, Carlisle, Copeland, Cumbria County Council, Eden, Lake District National Park, and South Lakeland District Council   refreshing their spend data through SpendPro as opposed to historical systems.   (The analysis of the spend data is now more flexible and up to date).    Barrow Borough Council, Cumbria Constabulary and Cumbria NHS also aided these savings by refreshing spend data with their authorities own software.

The SME and Third project has been very busy over the past six months or so.   Our EPiC “Supplier Guide” has been designed and published onto authorities’ websites detailing how to do business with the local public sector bodies. 

A “Tendering Master Class” workshop was held at Carlisle Funding Fair, along with an exhibition stand by EPiC.   More recently, Cumbria County Council provided a tendering master class at the Energy Opportunities Supply Chain Project in West Cumbria.

A continuation of the Achieving Equality Joint Programme.

Update on progress: January - March 2011 

The equalities project is currently supporting Allerdale District Council to complete their application to become an ‘Achieving ‘authority under the Equality Framework for local government. The revised submission has been presented to the LGID and we await their response.

In addition the team are working with all authorities, both officers and elected members to develop the legacy plan for continuing the work beyond the CIEP funding of the project.

Housing

Update on progress January - March 2011

An under spend by the project has enabled a further 3 months to be funded, this taking the original finish date from September to December 2011. The extension will allow for the project to oversee the initial implementation of the Cumbria Housing Strategy. 

The second quarter of the Cumbria Housing Project has seen the first stages in the drafting of the new Cumbria Housing Strategy. As a result of the Cumbria Housing Conference on the 17th December where the priorities for housing in the County were discussed and agreed; a draft outline detailing the key strategic objectives and the proposed structure of the new strategy was produced by the project. 

The first meeting of the newly formed Cumbria Housing Forum was then held on the 28th January at Rheged, Penrith. Public and Private sector Housing partners along with representatives from Planning, Health and Supporting People were presented with the draft outline and discussions followed. The four Expert Groups that will work to develop and deliver the Strategy were established and chairs elected. A period of intense input from the Expert Groups coordinated by the project followed; with each developing a detailed Action Plan to deliver the agreed priorities of the Strategy. A consultation event was then held on the 29th March at Penrith Rugby Club; allowing all partners to examine and agree the Action Plans. The next step in the development of the strategy will be for the project to work with the six Districts to develop their individual local delivery plans. 

The draft audit of Homelessness Services across Cumbria has been amended with input from the District Authorities. Members of the Cumbria Housing Executive Group are now in the process of reviewing the report before the Supported Housing and Homelessness Expert Group are tasked with implementing the recommendations for improvements and efficiencies in service delivery. 

As part of the project an Audit of Staffing and Skills in Housing Authorities across the County has been drafted, and circulated to the District Authorities for their consideration.   The aim of this is to identify and make recommendations for areas of joint working across the county and the sharing of best practice to generate improvements and efficiencies.

Climate Change

Update on progress November - January 2011 (20.01.2011);

Climate Change: Cumbria renewable and low carbon energy capacity and deployment study.

SQW and Land Use Consultants commenced work on the study in November 2010. Key organisations including Natural England, Forestry Commission Envirolink NW and the Environment Agency are engaged with the project. A Scoping Report setting out how the study will develop has been produced. This was circulated to over 80 organisations across Cumbria along with an invitation to become involved in the study in January 2011. The report has generated a lot of interest in the study. Organisations now engaged include those linked to the Cumbria Renewable Energy Panel, environmental specialists, waste, water and electricity providers, and community based groups.

A draft report on the constraints and opportunities for renewable energy in Cumbria will be issued to the Core Steering Group for the study in February. This will be considered at a stakeholder workshop which is planned for March.

CLASP Climate Change Skills Fund Programme

Update on progress November - January 2011 (20.01.2011)

Cumbria, along with the other sub regions has been allocated £100,000 for a climate change skills programme. All project plans for the programme have now been completed and work is set to get underway.
