North West Improvement and Efficiency Programme (NWIEP)
NWIEP is the Regional Improvement & Efficiency Partnership for the whole of the North West. The CIEP Program is the Cumbrian improvement & efficiency partnership - one of five sub regional partnerships in the North West.
The North West Improvement and Efficiency Partnership will provide local authorities with a body of support to enable them to reach their objectives in a way that will benefit their communities.
Who they are?
The North West Improvement and Efficiency Partnership is a partnership formed from the merging of the North West Centre of Excellence and the North West Improvement Network.
The Partnership is funded by DCLG and will work with councils from the region to deliver a three-year strategy (2008-11) that will focus on shaping improvements and efficiencies around the priority outcomes from north west LAAs and the broader transformation agenda.
The NWIEP has a Partnership Management Board, made up of two, nominated chief executives from each sub-region, as well as a number of representatives from partner authorities from the region. This Board will be overseen by a Member Group in the North West Regional Assembly.
What they do?
They will work with local authorities to deliver the three-year strategy which was developed in consultation with all councils from the region and improvement and efficiency partners.
The strategy focuses on the priority outcomes from the North West’s Local Area Agreements, on the Transformation Agenda and on providing support for the enablers of improvement. It will mainly be delivered through the five sub-regional partnerships in the region.
The Regional Improvement and Efficiency Partnerships have been created to accelerate improvement and efficiency initiatives and support councils to achieve the priority outcomes, via the three-year strategy for the region which has been developed in line with the National Improvement and Efficiency Strategy.
Why are they doing it?
The NWIEP strategy (a link to which can be found below) identifies eight Regional Priorities for the north west: Economy; Efficiency; Neighbourhoods & Community; Partnerships; Children, Young People & Families; Health & Social Care; Environment and Community Safety.
CIEP Case Studies for NWIEP Emphasising Efficiency Event (Friday 12th November, 2010)
CIEP attended the above regional event, all sub-regions were asked to set up an exhibition stand to show case the good work currently underway in their sub region. Cumbria was well represented at this event and excellent feedback has been received. Throughout the day there was the opportunity to hear what the other regions have been doing and how they have been producing efficiencies.
There was also the opportunity to raise question to Chief Executives / Senior Officers and Elected Members. Cumbria was represented on the CEO’s panel by Jeff Bright Director HR, Barrow BC.
