Archive: CIEP Year One Program (2008-09)

Year 1 of CIEP (2008-09) focused on four main themes.

The priority themes for the first year were:

Community Empowerment & Neighbourhood Working
Economic Development & Regeneration
Efficiency
Transformational Government & The Citizen

Community Empowerment and Neighbourhood Working

South Lakeland District Council lead on this stream for Cumbria in Year 1.  

Work on the approach to take forward the Community Empowerment and Neighbourhood Working Theme began at a meeting of the Affinity Group in October 2008.

Outcomes for Year 1

Economic Development and Regeneration

Again, CIEP wanted to build on what was already established. This theme will continue with the Fusion Cumbria Learning Lab, a joint development programme for those involved in economic development, regeneration and sustainable communities. This programme was successfully delivered from 2007-08 via Carlisle City Council. The Fusion Steering Group (with a wide range of stakeholders) continued to design the programme, with Carlisle City Council as overseeing lead

The project plan and deliverables focus on the outcomes from the recently completed independent Skills Audit undertaken by University of Cumbria (CRED) for the Cumbria Strategic Partnership.

Economic Development & Regeneration: Fusion Cumbria Learning Lab
The Centre for Regional Economic Development was commissioned by CIEP to implement an Action Learning Programme for the Fusion Cumbria Learning Lab (CIEP Fusion) for the year 2008-9. The Final Report can be accessed via the link below.

Training Providers for Sustainable Development & Economic Development

Fusion Cumbria Learning Laboratory commissioned CRED to undertake a mapping exercise detailing training and learning provision for occupations working in the fields of sustainable development and regeneration.

Efficiency

The work already undertaken on collaborative procurement, through the Effective Procurement in Cumbria (EPiC) project was used as a foundation on which to build.

Monthly meetings of the Project Board were established and focused on the key deliverables, including a revision of the EPiC Business Case, the standardisation of procurement procedures and the establishment of baseline data as well as developing mechanisms to capture and record efficiency savings.

Transformational Government and the Citizen

The Transformational Government & the Citizen theme focused on two key areas of work; Shared Services and Needs Led Service Design. It is envisaged that concentrating on these areas will move forward the methods of service delivery within Cumbria.

Financial support was awarded to ongoing projects that will add value to Shared Service Projects in areas such as Customer Services with the 'Tell Us Once' Project. The theme also supported innovative areas of work in Service design. 

Transformational Government is funding Needs Led Assessments of two target customer segments, one of which will impact directly on locality working. The outcomes of this work will develop authorities understanding of how a range of services are delivered to our customers.

Transformational Government Year 1 Projects

One of the projects under this theme is the Cumbrian public sector wide e-recruitment portal which has now launched.

The www.yourcumbriajobs.co.ukthis external link will open in a new window site provides a single point for all Local Authorities to advertise their job vacancies and the public to view them. Funding from the Transformational Government & the Citizen theme is being used to publicise and increase traffic to the new site through search engine optimisation.

Needs Led Service Assessment: Worklessness in Maryport. 
The project’s purpose was to understand the needs of workless people in Maryport and identify how these were or were not being addressed by direct and indirect service providers. The main focus was to have a clear understanding of need and to refocus and reengineer service delivery to meet this. This project was a pilot, focusing on one customer segment and one locality. It has the potential to roll out to other segments and a wide variety of localities providing a common framework and approach to meeting customer needs. The Cumbria Chief Executives group, (through the CIEP Transformation Project team), requested a piece of collaborative commissioning work be organised. All seven Councils and the LDNPA were invited to the two workshops. 
The report below was produced by 4P's following the seminars.

 

This feasibility study supported the work of the existing Cumbria regulatory services working group.   The group is working towards the achievement of a collective vision for future regulation and enforcement across Cumbria.

 

Tell Us once was a scoping project to identify the opportunities and challenges that a Cumbrian wide, local authority Tell Us Once, Change of Address service would present. It was envisaged that if successful, this initial project would lead to and generate a wider use of a Cumbrian wide service from year 2.
