The Equality framework offers the County and District Councils an excellent tool for joint working to reduce inequalities and improve the quality of service delivered to all customers in addition to improving employment practices.
This has been a very busy month for all the councils and a great deal of progress is being made in working together to achieve improved outcomes for customers. This is evident at officer level, between elected members and with partners.

The councils have now set dates for the external Diversity Peer Challenge run by the I&DEA . This is a process which requires tangible evidence of service delivery and employment processes which promote equality and eliminate unlawful discrimination.

The project has been joined by South Lakes Housing and Cumbria Probation are also interested in joining the collaborative working.

With the recent scrapping of the Comprehensive Area Assessment, by the new coalition government, the Joint Scrutiny Committee has lost part of its original remit. However, with the existing performance framework for Cumbria’s lead authority and partners remaining unchanged at present, the Committee will continue to examine the progress of the Cumbria Community Strategy priorities and Local Area Agreement target attainment.

Cumbria is on the cusp of a big step forward in establishing a more joined up approach to identifying and delivering a common set of priorities for its communities with the development of the Single Community Strategy. This would take the 8 individual Community Strategies and, through a collaborative approach across County, District and Lake District National Planning Authority, assimilate existing priorities into one coherent strategy for Cumbria.  

The Joint Scrutiny Committee will be an important part of this process and prior to their being consulted on the draft document in September, a preparatory seminar will be held at their July meeting to brief them on the wider national and local context before they make their contribution to the consultation.

The Committee have identified 3 topics for review work going forward into its second year, with Housing, CO2 and Local Strategic Partnerships set to be the focus of upcoming examination. To date, member’s reviews have focused primarily on the theme of crime and disorder and community safety and, through this, have established ties with both Cumbria Constabulary and the county’s Crime and Disorder Reduction Partnerships. With its scheduled reviews for 2010-11, the Committee hopes to build close ties with local authorities and the Local Strategic Partnerships.
