Constitution - Part 2L - Chief Officers Panel

 

 

1.1 The Chief Officer Panel is responsible for the recruitment, and any disciplinary proceedings, in relation to the Council's most senior officers working within the requirements of the relevant legalisation and Council procedures.

2.1 The functions of the Chief Officers' Panel are to:

(a) Make recommendations to the Council on the appointment of the Chief Executive ('Head of Paid Service') to approve the terms and conditions of appointment of the Chief Executive, and to agree any changes subsequently.

(b) Appoint and determine terms and conditions of appointment of the following officers ("Chief Officers"):

Corporate Director - Resources and Transformation;
Corporate Director - Economy and Highways; 
Corporate Director - Children and Families Services;
Corporate Director - Health Care and Community Services 
Assistant Director - Finance (Section 151 Officer);
Assistant Director - Corporate Governance (Monitoring Officer);
Assistant Director - Public Health and Communities (Director of Public Health); and 
Chief Fire Officer

(c) Consider and take disciplinary action and determine grievances in relation to the above Officers.

(d) Make decisions in relation to the compulsory redundancy of the above officers.

(e) Consider applications for voluntary redundancy/early retirement from the above officers of the County Council.

2.2 All appointments and disciplinary action will be in accordance with the Local Authorities (Standing Orders) Regulations 2001 and Local Authorities (Standing Orders) (England) (Amendment) Regulations 2015.

3.1 The membership of the Chief Officers' Panel comprises five members of the County Council, including at least one member of the Cabinet.

3.2     Where the matter relates to disciplinary action in accordance with the provisions of the Local Authorities (Standing Orders) (England) (Amendment) Regulations 2015 in respect of the Chief Executive (Head of Paid Service), s151 or Monitoring Officer then the Panel must include at least 2 Independent Persons appointed under s28(7) of the Localism Act 2011.
