Blue Badge Scheme

What is the Blue Badge Scheme?

If you're disabled, a Blue badge permit allows you to park legally near to places you need to visit. The permit is for any eligible disabled person whether you're travelling as a driver, or as a passenger. It allows you to park free in some pay and display car parks and on single and double yellow lines in most streets for up to three hours.

Although this is a national scheme that operates throughout the UK and is recognised in Europe, it's delivered locally by Cumbria County Council. We only issue badges in accordance with the guidelines and regulations provided by the Department for Transport (DfT).

Blue Badges are only issued to residents  of Cumbria who satisfy one or more of the eligibility criteria set out in the legislation that governs the scheme.

You can either:

  1. Apply online via the Gov.uk website.  Your application form will then be forwarded on to Adult Social Care in Cumbria to assess and process.

  2. Complete our Blue Badge Application Form (PDF 359Kb) and return to us by post along with all of your supporting documentation including a recent photograph.  Blue Badge Application Form Guidance Notes (PDF 585kb).

  3. AgeUK provide support to Cumbrian residents to complete Blue Badge applications, find your local AgeUK office.

Badges are issued for a 3 year period. Should you wish to renew your badge you can apply up to six weeks in advance of the expiry date shown on your badge.

To submit your renewal request:

  1. Apply online via the Gov.uk website at:

  2. Complete our Blue Badge Application Form (PDF 359Kb) and return it to us by post along with all of your supporting documentation including a NEW photograph.

  3. AgeUK provide support to Cumbrian residents to complete Blue Badge applications, find your local AgeUK office

If your Blue Badge has been lost or stolen please complete our application form for a replacement Blue Badge (PDF 215kb) and return to us by post along with all of your supporting documentation including a recent photograph.

An organisational badge may be issued to organisations whose responsibility includes the care and transportation of disabled people who would themselves meet the eligibility criteria for a badge should they apply individually. Complete our Organisational Blue Badge application form (PDF 178kb) and return to us by post along with supporting documentation.

If your application has been refused, you can ask us to reconsider the decision in writing within 28 days. You can include any further information which may support a successful application. You will be asked to attend a mobility assessment with a physiotherapist. A decision may take longer if further evidence is required.

If the decision remains not to aware a Blue Badge, we'll write to you with a full explanation. Whether the review is successful or not, the decision is final.

Please note: The rules about eligibility for a blue badge have changed considerably. Even if you've been issued with a Blue Badge in the past, this does not mean you will be issued one again.
