10/11/03 - Cabinet to discuss its interest in Cumbria Waste Management

At 10.00 on Tuesday 11 November, Cumbria County Council’s Cabinet will discuss a number of recommendations relating to the long-term waste management strategy for Cumbria.  The recommendations to be considered support the Council’s adoption of the Cumbria Joint Municipal Waste Management Strategy (the Strategy) in 2003 aiming to focus more heavily on recycling and composting with a significant reduction in the use of landfill.

The recommendations to be considered include;

  • The sale of the Council’s shares in Cumbria Waste Management Ltd (CWM).
  • That the sale of the Council’s 100% shareholding in CWM is linked with new contractual arrangements for the whole of the waste management service.
  • The proposed waste disposal contract will be for a period of 25 years, starting on 1 April 2006.
  • That during the procurement process bidders be requested to indicate the annual charges to the Council over the life of the contract for delivering the Council’s waste disposal strategy and whether bidders would be willing to pay the Council a capital receipt for CWM

County Councillor Lawson Short, Cabinet spokesman for Waste management and Disposal says,

“Cumbria waste management Ltd was set up in 1992 and delivers waste management services across Cumbria, including four landfill sites and five civic amenity sites.  Cumbria County Council owns 100% of the company’s shares.  In September 2002, detailed work was carried out to further the `Invest to save and Improve’ recommendation of a joint venture company between the Council and a private sector waste management company. 

It is important that we look at the best options available for the future waste management needs for Cumbria and in May this year we adopted the Cumbria Joint Municipal waste Management Strategy, aiming to make less use of landfill and increase recycling and composting.  Cabinet must now look at the options for moving the strategy forward.”
