Today, Cumbria County Council’s Cabinet gives approval to the Parking Agreement with Allerdale Borough Council to enable Decriminalised Parking Enforcement (DPE) to go ahead on Monday 13thOctober.
The County Council currently has policies within the Local Transport Plan (LTP) to implement DPE throughout the County in agreement and partnership with the six District Councils subject to financial viability. DPE empowers nationally registered Parking Attendants to issue Penalty Charge Notices by the creation on the highway, much as they do in the District Council operated Car Parks. Since the withdrawal of Traffic Wardens, Cumbria Constabulary do not actively enforce parking/loading infringements.
County Councillor Kevan Wilkinson, Cabinet Spokesperson for Transport & Infrastructure says
“The introduction of DPE would see a return of ‘on street’ enforcement that has been absent in the years since the traffic warden service ceased on 31 March 2000. DPE is already in operation in Carlisle, Barrow, South Lakeland and Eden Districts and has resulted in improved traffic flows, general road safety and a greater turnover of time limited on-street parking spaces as well as removing excessive demand on available spaces in residential restricted areas.
Allerdale Borough Council will carry out DPE on behalf of Cumbria County Council. Extra staff will be employed to cover both the administrative and enforcement functions to ensure that the scheme is managed effectively. All drivers should strictly observe the legal requirements of the various parking restrictions on the roads in Allerdale to ensure they don’t receive a fixed penalty notice. I am sure that residents will be delighted with the introduction of DPE who have had to put up with inconsiderate abuse of traffic regulations on the streets. It will also enable traffic wardens to act if people break legal requirements. This will be especially welcomed by disabled people who often find that dropped kerbs have been blocked by a vehicle preventing them from getting around."
