21/07/04 - Modernisation of the county council's highways service

Next Thursday, the 29th July, county councillors will discuss the modernisation of the council's highways service. Modernisation will include the externalisation of the council's in-house Construction Unit business. This will increase the level of service, improve value for money for council taxpayers and secure business growth and security. 

In recent months proposals from a number of major firms have been evaluated against a range of pre-determined criteria. Councillors are recommended to agree that Amey Highways Limited, having scored significantly higher than the other three bidders, be named as the Council’s preferred bidder. If councillors agree then detailed discussions and negotiations will take place to establish a final offer. 

Cumbria County Council leader Rex Toft says: 

"Thursday's debate and decision is a significant step to improve services to the public and secure a prosperous future for the Construction Unit. We are working towards a final contract that will ensure more work is done for less money, secure investment in the business and protect the interests of those who currently work for the Construction Unit. 

Detailed negotiations are needed over the next few months. Trade unions have been involved throughout the process and that will continue. We are determined to protect and enhance the interests of staff and secure high quality service delivery." 

It is expected that the final contract would mean the successful partner: 

  • Enters into a 7 year contract for delivery of the new highways service. 
  • Pays the council a significant sum of money to acquire the Construction Unit. 
  • Delivers quality services with year on year revenue savings 
  • Employs all TUPE listed Construction Unit employees on agreed terms and conditions, which are no less favourable than existing terms.
