Main Activities 

The following are undertaken by the Council’s Spatial Planning Team:

Place Shaping

  • Policy input to major development projects.
  • Cumbria & Lake District Joint Structure Plan implementation
  • Involvement with Regional Spatial Strategy (RSS) and Single Integrated Regional Strategy (RS2010) preparation and sub regional implementation (joint work with 4NW).
  • Support Local Development Framework (LDF) preparation
  • Preparation of Supplementary Planning Documents, including joint working with Local Authorities.
  • Preparation of the Cumbria Strategic Partnership (CSP) Sub Regional Spatial Strategy (last revision May 2008)
  • Support preparation of the Cumbria Housing Strategy.
  • Co ordination of joint working arrangements for planning, transport and housing services. 
  • Input to the Cumbria Agreement.


  • Consultee for Regional Spatial Strategy / Single Integrated Regional Strategy (RS2010) 
  • Consultee for Local Development Frameworks
  • Preparation of corporate responses to Category 1 Application consultations (including highways input).
  • Service Level Agreement with NWRA (now 4NW) for RSS conformity.       

Survey of the Area

  • Statutory responsibility for keeping under review social, environmental and economic matters affecting area.
  • Contribution to Statutory Annual Monitoring Reports e.g. Preparation of Cumbria Employment Land & Floorspace Assessment, Accession Model returns.
  • Cumbria Housing Group – Strategic Housing Market Assessment (joint work).
