Carlisle is the main settlement in Cumbria, providing key services for a large rural catchment area including west Northumberland and southwest Scotland. The city is a Regional City and is key in the development of the sub-regional economy. 

The Carlisle Housing Growth Point sites, which are the basis for the CIF bid, have been selected to support identified employment sites, and to be in locations that support more sustainable travel patterns and healthy lifestyles.
