The NoWcard (North West) project is a partnership between the transport authorities of Cumbria County Council, Blackburn with Darwen Borough Council, Blackpool Borough Council and Lancashire County Council, formed to introduce a transport Smartcard initially for use by concessionary bus passengers. Through the project it is intended that Smartcards will replace all the existing paper-based concessionary passes for the over-60s and disabled people across a large part of the North West Region. The project is part of a much larger government move towards use of electronic delivery mechanisms for services and is part funded by the Department for Transport.
