Carlisle Station Gateway and Citadels Consultation

Carlisle Railway Station is a major gateway into the city and is a key part of the national rail network. It accommodates over two million passengers every year and acts as a major interchange for the entire Borderlands region with services to the Cumbrian Coast, Tyne Valley, Settle to Carlisle and Glasgow and South Western lines. 

As part of the Borderlands Inclusive Growth Deal, proposals are in place to improve the railway station's access and its surrounding areas. This includes Court Square and the southern station entrance, plus providing enhanced retail opportunities. It would prepare for future rail service improvements providing better overall connectivity and more activity at the station.

This project is being developed jointly by Carlisle City Council and Cumbria County Council working with Avanti, Network Rail and Cumbria LEP as key partners.

    We aim to improve Carlisle Railway Station to enhance the arrival areas of Court Square and the southern station entrance, provide improved car parking facilities, enhanced retail opportunities (shops, cafes, etc) and prepare for future rail service improvements to provide better overall connectivity and more activity at the station.

    The first public consultation ran between 18 September to 9 October 2019 and focused on four key areas with different issues and opportunities: 

    • Court Square
    • Station Entry and Interior
    • Car Park and Access
    • Junction and Route Improvements

    Cumbria County Council and Carlisle City Council held a consultation period between Wednesday 18 September and Wednesday 9 October 2019. 

    This included public events at Carlisle Railway Station and the Lanes Shopping Centre.  

    The consultation process informed the public of our objectives for Carlisle Railway Station and  invited them to review the key issues and opportunities identified at the station.

    Your views and ideas on our two design options are important to help us shape our plans and assist us in the selection of a preferred scheme design that fits the needs of the station's neighbours and customers, the city of Carlisle and the wider Borderlands area.

    The next steps following the end of this consultation will be to:

    • Analyse your responses and summarise in a short report.
    • Develop a preferred design option to improve the station in response to what you tell us in this consultation.
    • Prepare an Outline Business Case to submit for Government approval.
    • Start work on the future phases of the project, including the Citadels scheme.
