Household Waste Recycling Centres guideline changes

Our Household Waste Recycling Centres are open normal hours (times vary depending on site).  We are currently reviewing Government guidance re changes to Covid-19 regulations changing from 19th July 2021. In the meantime we thank you for your patience and ask that you follow the guidelines below.

We all need to play our part in stopping coronavirus.

Please follow the below guidelines when visiting:

  • staff cannot physically assist - please bring someone with you to lift heavy items
  • follow social distancing measures when on site
  • plan your visit, weekdays are less busy
  • sort waste and recycling before your visit to minimise time on site
  • expect queues
  • wash your hands before and after your visit

Please note that the booking system at our sites at Bousteads Grassing in Carlisle, and Grange-Over-Sands remain in place - please book a slot in advance if you wish to visit either of these sites.

Disposal of home lateral flow device (LFD)

Please make sure you dispose of your home lateral flow device (LFD) tests correctly, do not put used tests into your recycling bin.

If you're doing a rapid lateral flow test yourself at home you should dispose of the test in the small waste bag provided with the kit.

You can consider LFDs as normal household waste and dispose of them accordingly, however there is more detailed guidance for LFD waste disposal in other settings.

If you're self isolating

If you or a member of your household is self-isolating at home, follow the stay at home guidance.

To dispose of any face coverings or Personal Protective Equipment (PPE) you or members of your household use when self- isolating, you should:

• double bag them

• store them for 72 hours before putting them in a 'black bag' waste bin

Do not put them in a recycling bin.

Remove PPE carefully, and avoid touching the inside of your face covering.

After you remove your PPE or face covering, wash your hands or use hand sanitiser.

Kendal Household Waste Recycling Centre (HWRC)

Kendal HWRC will be serviced between 8am and 8.30am, whilst COVID-19 restrictions are in place and out of consideration for our neighbours.

Please don't arrive at Kendal HWRC before 8.30am - this will avoid queues and delays to opening. 

Online booking system for Carlisle and Grange over Sands Household Waste Recycling Centres

A booking system is now in place to access Carlisle and Grange over Sands Household Waste Recycling Centres (HWRCs).  To use these centres, you have to book a slot.

  • journeys should only be made to the HWRC by the person who has generated the waste.  Please do not pass on your waste to others to dispose of
  • children and pets must not leave the vehicle if they go to the HWRCs
  • if a person is shielding or self-isolating due to possible COVID-19 symptoms, please don't visit the site

Please act responsibly and treat site staff with respect.  If you don't, you won't be allowed access and asked to leave.

Measures will be in place at each HWRC to make sure the Government's social distancing guidelines are followed.  These will include:

  • a limited number of vehicles will be allowed on the sites at any one time
  • all site users must follow the 2 metre social distancing rules in place
  • users should only bring waste to the site that they can carry and lift themselves.  Unfortunately we won't be able to offer any help carrying waste. 

At certain times throughout the day HWRCs may have to close for exchanging of full containers.   

Please be patient. Remember that going to HWRCs will be different from the way they worked before lockdown, and that it will be a while before social distancing restrictions are lifted.

Please allow more time for queuing to access the HWRCs during this period of restriction.

We want to accommodate as many people to dispose of a small amount of waste that can't be stored.

When you return home from the HWRC please remember not to touch your face and to wash your hands for 20 seconds.

The HWRCs at Grange over Sands and Bousteads Grassing, Carlisle have been running with a booking system and this has worked well to reduce queuing.

You will not be allowed access to these HWRCs without booking a time slot

If you need to apply for a waste permit please book a time slot after you have received your waste permit. 

The quickest way is to book an appointment online. You can call for an appointment. However due to the high number of calls we are receiving there may be some delays 0300 003 1118. 

The individual HWRCs will open on their usual days and times.

Due to social distancing site staff are not allowed to help carry your waste, please do not ask them to and only bring what you can safely carry and lift yourself.

You can access the HWRCs in your car, campervan/motorhome, single axle trailer and minibus. 

You can also access with a valid waste permit with a van, utility vehicle or a car towing twin axle trailer.  Permits are no longer issued for vans and utility vehicles towing twin axle trailers.

Yes Cumbria County Council's Permit Scheme is still in operation.

If you have an annual permit that expired between March and September 2020 these will be accepted up to 31 December 2020. Please apply for a new annual permit in this time.  

Please check the date on the annual permit to make sure it is valid before you visit the HWRC.

We have had to change the way waste permits are issued. You will have to give an email address so it can be sent to you. Once you receive the permit this can be printed and placed in the windscreen of your vehicle for site staff to see. 

If you do not have a printer the main email can be shown on your phone. Please place the phone with the email in the windscreen for your vehicle for staff to see.   

If you do not have an email address for the permit to be sent to please call the permit scheme on 0300 003 1118. 

Please make sure you have your windows closed and follow social distancing guidance when entering the HWRCs.


  • HWRCs are accepting normal waste - except for asbestos which is only being accepted at Bousteads Grassing, Carlisle HWRC using the vehicle booking system and Barrow HWRC.  
  • The type of waste accepted at the HWRCs may change at short notice, please check the Cumbria County Council website for any updated information before travelling to the HWRCs.
  • Although most kerbside waste and recycling collections are currently running as normal, some services may be affected. Please check with your local District Council for updates in your area.


Long queues are likely.  Please make sure your journey to the HWRC is necessary. Please be patient when queuing and respectful of other road users, businesses and residential properties near to the road.  If queues become too long, please try another day.  Please be aware at busy times you might not gain access before the sites closes.

Children and pets can come with you to the HWRCs. They cannot leave the vehicle for health and safety reasons.

Currently face coverings/masks are not required but if you feel more comfortable wearing a face covering/mask please do. This will be reviewed if government guidance changes.

No one should attend the site if they are shielding and/or self-isolating due to possible Covid-19 symptoms.

Government advice is that waste from a house with cases of Covid-19 should be placed in a bag, which is then sealed, placed inside another bag, which is also sealed (so double-bagged but not both tied at the same time) and then stored for 72 hours before being put out for collection.  The timing of the deposit of the waste into the waste bin is all important in order to protect staff.

Please act responsibly and treat site staff with respect.  If you don't, you won't be allowed access and asked to leave.

Please visit your local District Council website for the bin collections and waste services, including the latest updates as a result of the Coronavirus outbreak.

Although most kerbside waste and recycling collections are currently running as normal, some services may be affected. Please check with your local District Council for updates in your area. It is encouraged that householders make use of the waste and recycling containment provided, such as squashing boxes, plastic bottles and cans, and only visit HWRCs if necessary and as part of essential journeys.
