A66 Northern Trans-Pennine Project

Kemplay Bank Roundabout

National Highways' (NH) (formerly Highways England) A66 Northern Trans-Pennine Project (A66 NTP) project involves the improvement of the A66 between J40 of the M6 at Penrith and J53 of the A1(M) at Scotch Corner, which is around 49.5 miles. The aim is to have the entire route as a dual carriageway, which at present still has more than 18 miles of single carriageway sections.

This project is a Nationally Significant Infrastructure Project (NSIP) which will be considered through the Development Consent Order (DCO) regime as prescribed by the Planning Act 2008. The Examining Authority, appointed by the Planning Inspectorate (PINS) will examine the DCO and the decision will be taken by the Secretary for State.

Cumbria County Council and Eden District Council are consultees in the DCO process and are classified as 'host authorities.' We have an important role in the process in providing a local perspective and influencing the preparation of the DCO. The Council has and will continue to engage with NH through the course of the pre-application stage of the DCO process. The Council has sought to ensure that NH considers the likely impacts of the A66 NTP and develops solutions for mitigation.

NH carried out a public consultation on the A66 NTP from 24 September 2021 to 6 November 2021. This was a statutory consultation with designated local authorities and the public under sections 42 and 47 of the Planning Act 2008 and was the main opportunity to comment on the A66 NTP before the DCO application is submitted to the Examining Authority. Submission of the DCO is currently scheduled for Spring 2022. NH's consultation documents can be viewed on NH's website.

The Council's executive summary response to NH's consultation on the A66 NTP project can be found within the A66 Northern Trans Pennine Booklet (PDF 16MB).

The Council submitted its full technical response (PDF 5.3MB) to NH's consultation on 5 November 2021.
