If a Penalty Charge Notice remains unpaid, a warrant of control may be issued in the vehicle keeper's name under the authority of the Traffic Enforcement Centre at Northampton County Court.

This warrant will be passed to the Council's enforcement agents, Equita Limited. They will contact the vehicle keeper to request payment. If payment is still not made they may instruct a certified enforcement agent to find another way to secure payment.

The disc parking scheme in operation throughout Cumbria gives drivers the opportunity to locate a short-stay parking space close to shops and local facilities, while encouraging the rapid turnover of available parking spaces.

When parking in a disc zone the motorist should indicate their time of arrival and clearly display this on the vehicle dashboard. Once the parking time has expired the vehicle must be moved from the zone for at least the time period specified by the sign before it returns.

Parking Services transferred from Carlisle City Council to Cumbria County Council in February 2015, and over time Parking Services have been conducting a renewal of each permit Zone whereupon we have issued residents and businesses with new Cumbria County Council vehicle and visitor permits that has enabled us to build a new database of current and legitimate permits within the zone. 

From the 1st August 2018, all residents will be required to have official County Council vehicle permits which are round and orange in colour and / or the hologrammed visitor permits on County Council stationery to exempt them from parking regulations in their area.

Furthermore the current disc zone scheme is changing. Presently Zone D permits cover the whole of the Denton Home area however this is now being split in two separate permit zones which will be known as Zone D and Zone M.

Zone D permits will not be valid in Zone M areas and vice versa and so dependent on where your property is located will determine the type of permit you will receive and the areas where you may park. Permits will only be valid within the designated disc parking bays for the relevant zone and are not transferrable. Details of streets where Zone D and Zone M permit holders can park are listed below.

You may also note that some previously unrestricted areas are now subject to regulation such as those on Junction Street and parts of Lorne Crescent. As such we would recommend all drivers to check the restrictions in place prior to leaving the vehicle. There are always signs and road markings in the street to denote the restrictions in place and you will note there is a letter indicated in the bottom right hand corner of each sign. This pertains to the area in which you may park in and so Zone D permit holders are only permitted to park in Zone D locations and so must look for signs which have the letter D on them.

Similarly Zone M permits holders are only permitted to park in Zone M locations and so must look for signs which have the letter M on them. Please note no permit allows you to park in other disc zones, on yellow lines or in areas reserved for specific users such as loading bays, taxi ranks, disabled bays.

To obtain a resident's / visitor permit(s), you need to provide all three pieces of information:-

(1) A completed resident's application form. Link to application form

(2) Proof of Residency: I.E. Current Council Tax Schedule, Utility Bill, Tenancy Agreement. 

(3) Proof of Vehicle Ownership: I.E. Current Insurance Schedule or Vehicle Registration Document.  (This information should clearly indicate your name and address of the property for which you are applying for and the vehicle registration number)

Where possible we would ask you not to send original documents, please send copies only.  If you are unable to obtain copies and are sending original documents please stipulate that you would like them to be returned.

Failure to provide the required information will result in your application being returned to you and permits will not be processed until or unless the aforementioned details are received.

**All Zone M applicants will need to reapply and submit a new application

**All Zone D applicants still using Carlisle City Council or purple County Council vehicle / non hologrammed visitor permits will need to reapply and submit a new application.

However any Zone D resident who has already been issued with a current (in date) 'Orange Parking Permit' and hologrammed visitor permits from Cumbria County Council, can ignore this correspondence. You are already on the new database however please be advised that it is the permit holder's responsibility to ensure permits are renewed before the expiry date. No reminders will be sent. Permits which are out of date are no longer valid and so please check your permits are within date. If your details remain the same, permits can simply be renewed upon request within one month prior to the expiry date.

The new Zone D & M will be operational and subject to enforcement as of the 1st August 2018 and so we would urge you to act now as any previously issued Carlisle City Council and expired County Council permits will become obsolete once the renewal program has been completed by 31st July 2018.
