Off-street parking enforcement and fines

District/borough councils are responsible for the majority of car parks.

Cumbria County Council are responsible for the following off-street car parks:

Cecil Street car park, Cecil Street, Carlisle, CA1 1NT

Cumbria County Council's office car park, Tait Street, Carlisle, CA1 1SL

The Citadel car park, Bush Brow, Carlisle, CA3 8NA

The Council offers a pay by phone facility to purchase parking time on its car parks. To pay for your parking or for more information please visit Flowbird website. You can also download the Flowbird App.

Once registered enter your vehicle details, select the location as indicated below, choose your duration and tariff and finally the method of payment. Once completed your payment will be registered on the system. Please note there is a 20pence convenience fee per transaction.

New Citadel car park now open

A new 90 space car park to the rear of the Citadel building in Carlisle (on Bush Brow) is now open.

It is open 24 hours a day, seven days a week and includes two electric vehicle charging points, disabled bays and cycle spaces. It is pay and display and users have the convenient option to pay by phone using the Flowbird app or buy a ticket from a machine using cash or card. 

The car park is located in the heart of the city centre and less than a five minute walk to the train station and pedestrianised shopping area.

If a Penalty Charge Notice remains unpaid, a warrant of control may be issued in the vehicle keeper's name under the authority of the Traffic Enforcement Centre at Northampton County Court.

This warrant will be passed to the Council's enforcement agents, Equita Limited. They will contact the vehicle keeper to request payment. If payment is still not made they may instruct a certified enforcement agent to find another way to secure payment.
